Do you know if the windscreen has been replaced at some point?
Usualy what happens is when they cut out your old windscreen is the cutter cuts though the paint by accident and there is where you get rust.
As for sorting. Windscreen out and plastic trims off. if the rust isnt too bad, treat the rust and paint the roof.
I had this problem on an old car of mine and cost me £500.

I had this issue on my Impreza caused by exactly the reason Andy has pointed out above. The cost depends on the body shop I suppose, I was fortunate in that is was only a small patch in the corner of my car that had the issue, it cost just under £200, windscreen out, treat the rust, smooth, re paint, windscreen back in.

Not uncommon to find rust in this position regardless of a wiondscreen replcement with an Impreza.
Solution is to remove screen, treat all rust properly (as it will be worse behind the screen where you can't see it), respray and re-fit screen.
