Did you pay by credit card? You may be able to get the money back from the card company.

Paypal are very good at getting your money back for you.
They will ask the seller for proof of shipping, tracking number etc, if he can't provide, they'll reverse payment.

PayPal are pretty good at protecting buyers - not so clever with sellers though! We sold something on eBay, got paid through PayPal so sent the item, was received and positive feedbacks left all round, then PayPal mailed saying the buyer was a relative of the account holder and shouldn't have used the account, they took the money back and even with a dispute raised, we lost the item and the payment without doing anything wrong!!

did you actually buy the item on ebay or did buy it outside of ebay? if you bought it outside of ebay then forget getting any money back, ebay/paypal are only interested in protecting sales through ebay.
