what's the difference from fogs to driving lights

Got this from MLR, don't know the price difference between driving lights and Fogs but here are the legal definitions of both.
Driving Lamps
Driving Lamps project a long beam to enable the road to be illuminated far ahead of the vehicle.
Driving Lamps must have a dipping facility that works when the Headlights are dipped or be capable of being extinguished completely by the Headlight dipping control.
Driving Lamps must NOT be installed:
1. Higher than 1200mm above the ground
2. Lower than 500mm above the ground
3. More than 400mm from the side of the vehicle (widest point)
Fog Lamps (front)
Fog Lamps have a lens that gives a wide flat topped beam with a sharp cut off to illuminate the road immediately in front of the vehicle without causing glare in fog.
Fog Lamps (front or rear) should only be used when visibilty is reduced to 100 metres or less. As has been said above it is illegal to have them on at any other time. Fogs Lamps have to have an independant control circuit from the Headlight dipped or high beam circuits.
Fog Lamps must NOT be installed:
1. Higher than the Headlight dipped beam unit
2. Lower than 250mm above the ground
3. More than 400mm from the side of the vehicle (widest point)
The height thing is irrelevant as you can have auxilliary lights (fog or driving) at the same height as the Headlights. Driving lamps must only be on with full beam and either be dipped or off at any other time. Fog lights should only be on when visibilty is reduced to 100 metres or less.

gave my fogs over to my friend and wants to know what he has to do to make them legal as he has the clear ones installed now. would he have to link them to the head lights?
