Spec C is based on the JDM (Japanesse Domestic Market) spec car, handles better, has a little more power and is lighter than the standard JDM STI.
PPP or Prodrive Perfomance Pack was an option for the UK spec cars, taking power from 265 bhp to 305bhp although people have there doubts about that, could also include a set of lowering springs as well as the option for the Prodrive PPF 18" rims.
As for the Spec C WR no idea there mate.

The blob sti is a uk car with a prodrive backbox, downpipe, uprated fuel pump? and generic ecutek remap giving around 300 bhp.
The spec c is a JDM model so import only. Compared with the uk car it features, rollerbearing twinscroll turbo setup, uprated springs, dampers, roll bars, lighter body with improved rigidity, shorter gearing, quick shift, DCCD (not on uk cars until the WR1 I think??), quick rack, uprated fuel pick up, engine oil cooler, larger radiator, 12 litre auto intercooler spray, longer wheelbase with increased castor, no sound proofing, alloy boot, improved inlet manifold with tumbler delete, larger turbo inlet pipe and probably some other stuff that I've forgotten. Can make an easy 340bhp with an exhaust change and remap and has much quicker spool than the uk sti.
The WR (world rally) limited was made to celebrate wrc victory and does not have a leather interior. It has a blue alcantara interior, much like the normal sti, but with the subaru WR logo on the seat backs rather than the usual sti. It also has electric windows, mirrors and climate control, none of which are standard on the regular spec c. Other than these additions the spec is the same as a regular C. Limited run of 1000 worldwide.

If the one listed in evo is the car they tested and ran in ECOTY then it's a litchfield imported spec c ra limited. I think at the time the ra designation just gave climate and electric windows, mirrors. The figures they quote suggest it had been remapped and possibly an exhaust change.
There was also a run of 'type ra' blobs 04-05ish and again with the hawkeye shape. These had sti lateral links and trailing arms and sti adjustable shocks. Pretty sure there were only 350 of each shape of these

Gussy has a hawkeye and a blobeye was for sale on pistonheads a while back. Think PCM has a hawkeye on his site that may or may not be for sale. Not really worth seeking one out IMHO as the differences are so small. That's unless you're a badge snob
The car on the scoobynet banner up top ^^^ is a blob spec c type ra.
What are you looking to px? No chance of selling it privately
