hi im not saying u cant use a new shell what im saying is if he is re shelling a accident damaged car or if its older than 6 m or a 1 year old u will need to use all the running gear from that car engine ect as from what im told it runs on a point system and u need a certain amount ov points to retain the reg or it will be a Q plate if building a car up from scratch from a brand new shell you need to buy everything new with full receipts and wether you build it or reshelled it it is still going to need to go through an sva as it is not a factory built car this is what im lead to believe try looking on the dvla site you might find more info there .
