Replacing 98 Bumper with 99 spec

Just brought a 99 spec bumper to replace the old style 98 one. Is this a straight swap apart from the obvious, signals. There are holes in the bottom for something but I can't see where they should attach.
Will the fogs go straight on?

Please advise.

Yes it`s very simple. Done by previous owner my car. Only problem is air intakes(duct) to brakes. MY99 use it no more so you need fit it to bumper with any wire. I have used 1.5mm magnet (cooper) wire and drilled two holes to duct bumper few so no need to drill it. Thatt`s all. Fogs are same.
