For an 04 STI you will either need to drill holes in the bootwell or get the Cusco mounting roll bar - the 2006 on STIs have mountings that the older cars dont.I imported the whole kit from USA and have it fitted to my MY05 STI.There are quite a few threads in the styling section about this mod and NASIOC is also worth a look.

This is what you need if you dont want to drill holes in the car -
Cusco Rear Diffuser Kit Subaru 97-06 all Impreza models WRX, STi, 2.5RS

The diffuser and rear bracket are available from any UK dealer but I could only get the Cusco parts from the US even Cusco UK dealers did not supply them.

I fitted a diffuser last year, as have some others, there`s plenty of info about regarding fitting on S/Net and NASIOC.
Don`t be put off by drilling a couple of holes though

Finally in, 06 diffuser - NASIOC

Hope that helps.
