It is suggesting a sensible view on events that have existed prior to the complainant having lived in the area. For example Castle Combe race track, or Glastonbury Festival etc.

idea... Where do I get a 1/200th share of a B17 or a Lanc? I'd rather sh*t on NIMBYs from a great height than give up reasonable pastimes. We just need a pilot, a cameraman and a bomb aimer...
