Default Flaking alloy paint

I had my alloys painted the RB320 colour when I bought my car 4 months back. Only covered approx 4k miles in it and have noticed that the paint is peeling off the alloys showing the gold underneath.

What can be done about that? I bought the car from a Subaru dealer and told him to colour the alloys....he did at a cost of £200. Surely he will have to rectify it as the job is a botched one?!

If he doesn't, then how can I sort them out myself? Would spraying normal black over it be sufficient or does it need some sort of special lacquer, and then get someone else to go over it again with the proper colour? Has anyone else ever had problems like that? HELP!
