my little brother has an EP82 starlet, does any one know if the ECU is mappable or will in need a aftermarket one?

on a second note, the problem it has is as follows.... he has an induction kit fitted and a full decat exhaust, when he gives it the bigun' it spools up then when it get to peak boost it splutters like crazy, I thought it was hitting boost cut, so fitted a boost gauge and it gets to 0.5 bar and then goes to town, so my second thought was a boost leak, any thoughts??
