The gauge may not be completely accurate and i wouldn't worry if you have a slightly higher boost

WRX/STi Saloon ECU's 2C, U8, W6, W9 - As above, 11.47psi held to redline. Fuel-cut 14.57psi
WRX (1995/96) ECU Z4 - 12.71psi, dropping to 11.78psi @ 6600rpm. Fuel-cut 15.65psi.

93wrx should be 0.8bar.

Does the car rev above 4500rpm?
Does the speedo work?

Possible dodgy actuator.

yes it does rev above 4500 rpm it goes to 6500 before it hits rev limit and yes the rev counter works

well it's not limp home mode so possibly a dodgy actuator.

Has the car always boosted to 0.6bar or has it started doing it recently?

Try cleaning the boost solenoid.

a simple check is to look for leaks. start it up and spray brake cleaner or wd40 over vac pipes and boos pipes, if the engine speed changes theres your leak!
