I think you'll find its just down to the quality of the video and pixilation making it look like the spoiler LEDs are pulsing slightly.

In the old days cars in Greece had flashing brake lights. Can you not just put an indicator flasher in line with the feed? Don't know about the legality though. If a high level brake light isn't a legal requirement then perhaps it is allowed to flash?
