For starters diesels don't have dump valves as they have no throttle thus have no inlet restriction, so it would never work anyway.

(only the exception of those with a throttle valve for EGR purposes).

Turbos fail in many ways: Some seize, some have blades chip or break off, some have leaky wastegates, some have leaky oil seals.

Usual symptoms are one of or a combination of the following; noisy (jet engine, or screeching), loss of boost/low boost (indicated by a guage), exhaust smoke, or excessive amounts oil found in exhast outlet or inlet pipework.

thanx mate - its a turbo diesel car and maybe im getting it wrong with the dump valve then....it does "watish!" like a dump valve but VERY quietly!!

if any of the above have gone on the turbo what is the best way to fix? is it a whole new turbo job?

For a DV to work on a diesel it needs a controlled vacuum source (usually from the brake booster vac pump) via an electrical solenoid opened by a "throttle" switch. There is no natural vacuum signal to open it at closed "throttle"!
