First up find out if you have a mappable ECU or not. MY99 onward were, from "View My Scooby" I see you think it is MY99 but on a T plate, is it 99 or 98?
If its a 98 then you'll need a mappable ECU (e.g. Apexi PFC) for serious power upgrades.
The usual route is full de-cat exhaust, uprated panel filter, re-map. Should see ~270bhp. Sounds like you may already have most, if not all, of the exhaust system.
For greater power as well as the above get a slightly bigger turbo, uprated fuel pump, should be good for 300bhp. After that it starts getting very expensive as the fuelling system needs uprating. You will also start to reach the limits of the engine and gearbox, engine upgrades usually run into thousands.
For any mods you should also consider some additional instrumentation to keep an eye on the health of your engine. KnockLink and boost gauge at a minimum, preferably oil temp, oil pressure, and air/fuel ratio meters as well.
Don't forget suspension and brake upgrades as these can make your Scooby much faster for A to B. Driver training too

Depends what he wants from the car. I myself have uprated disks and pads which i only bought as they were cheaper than OE and i wouldn't say they were a huge improvement over OE.
In my case, i have 313 bhp and rarely stress the brake setup i have. If i ever push the power to 400 or more - i still won't alter the brakes. Like i say - it depends what sort of driver he is
