A HOTMALL could be when the air conditioning's not working in the shopping centre, and COUNCIL78 is the number of his COUNCIL abode... maybe...

There are several categories of 'head turner'

Ranging from
"Wow nice car "at the top end
to
"**** me what sort of c**t would do that to a car/drive that car" at the bottom end

I think i know where that particular example fits in
