Stolen Sccob in Sheffield?

Stolen Sccob in Sheffield?
I don't want to seem like I am jumping to conclusions and I aplogise to the owner in question if this isn't the case.....but has anyone in Sheffield had their Scooby stolen recently?
Today at the Shell garage on Eccelsall Road there was a Silver STI Bugeye with a smashed up front bumper who didn't pay for his petrol, the bloke then drove off at speed.
It could be the same bloke as here Sheffield Scoobys :: View topic - Anyone had their Scoob stolen in the Sheffield area?
The petrol attendant was pretty peed off as the car didn't have a front number plate and so didn't have any video images of the plate.
Luckly it had a back plateand after reading the above thread I took a note of it
So if anyone sees YG51ZUY, ask why he didn't pay for nearly £50 of petrol.
The Police have been informed by the petrol station.

It is no wonder the car thieves do it again and again. They are mostly thick as f**k and therfore will never have money to take a test, buy a car etc so banning them achieves nothing. Sending them down for a couple of months just makes them look "harder" to their thieving pals and they collect ASBO's for the same bragging rights.
When will the Government/Councils realise this and try a different approach?

What? Like cut the f**kers hands off? i think that approach needs to be adopted. All car theft will stop within a year if we did that.
There will also be a load of ex crims with the nickname of stumpy taken off the streets
