do the de-cat systems like milltek's with the resonators help limited the noise?

Not excessively in my experience, you will tell more under load, but really is dependent on what you got from the cat back.

The centre section with a resonator makes a big difference, in my opinion.

Not sure if the classics are different, but the resonator pipe is different to the centre cat pipe on the newage, and the most noise gains will be had by replacing the resonator pipe with a straight through.

This is the only part I've changed on my exhaust - makes a rather nice noise, kind of deep and throaty, not too loud. Not sure whether the really loud Scoobs that drone by are on full decats or have "Blitz Nur Spec" whatevers ?
