I'd like to throw my hat in the ring, and suggest that while the car may not have been stolen, I reckon the chap driving it had done something wrong, and the police cars were chasing him to get him to stop. For example, he may have beaten someone up, and been driving in his own car when spotted by the police who gave chase.
Then again, I could be wrong. The car may have been stolen...
