Depends on the features of the BBS software. Most should allow an IP Address ban, which might work if he's got a static IP address. Otherwise you could ban a range of addresses, but that might stop other legitimate users registering, and if he's using a proxy server it probably won't help much either.

If he's got a static dns name and you can ban by that, it might help, but again it could fall foul of the proxy server route.

Some forums don't allow you to register using "free" email accounts (hotmail, gmail, yahoo) but I'm not sure if that's a restriction here. This would at least prevent them from just creating another email address to use.
