Believe it is possible. I can say for certain that the 02WRX has a limter at 7,000rpm. The rev counter also lies - from having had diagnostics connected up to my car, the rev counter is reading 7,300-7,400rpm at the limiter, whilst the ECU thinks it's only doing 7,000.

On a normal,"strangled" version of the car, 7.000rpm is pointless. On a PPP it becomes much less so, and on a more tuned car, it becomes part of the power band!
