Via the button low down on the right hand side of the dashboard. but you need to have your main beams on although (I think) it doesn't work if you have full beam on.

If you have the standard fog lights then then should come on with either sidelights or main beam (both full and dipped).
If they have been replaced with the prodrive driving lights then those are usually wired to only come on when the headlights are switched on to full main beam.

The Prodrive Driving lights (and other makes) are exceptionally bright and designed to light the road well ahead of the main headlights, they ar not desighed to be used in normal driving situation, hence they are wired to come on with full beam headlights as that is when they will be needed - think fast country road night driving, rather than city centre cruising.
Fogs are obviously deigned to be used in fog

I've got PIAA driving lights on my STi, you can either have them on when the full beam is on or switch them off via button on right so just the headlight main beam comes on (probably same button as the fogs) Not sure why you'd want to switch them off though...
There are very effective.
