Is it not compressor stall/surge.
Rotating stall at the compressor tips increases until the flow stops and the pressure collapses, which collapses the rotating air at the tip, which allows the flow to build up again, which causes the rotating air at the tip, which builds up untill the flow stops and it surges again ?
This rapid cycling of pressure/flow also damages the compressor longer term.

To recreate the sound, remove dump valve, run lots of boost, then back off the throttle periodically. I can't ensure your turbo won't curl up and die though, depending on what it is.
