Is a chipped headlamp an Mot failure?
Just noticed that one of my headlamps has a tony chip in it and small cracks. The MoT is coming up - will this be a fail?

Yes, if they spot it and it's affecting the light output

I've sealed one using clear silicone sealer and smoothed it with my finger and they never noticed

One of mine has a tiny chip on it but no cracks and it's never been spotted.
I would guess yours is more noticeable than mine though

It will only fail if it affects the beam pattern or allows the headlight to steam up, therefore affecting the beam pattern.

P1 Sonic is correct, it's only if the beam pattern is impaired. (I've passed an MOT with a bullet hole in my headlight for the last 5 years !)
