It's not just this BBS that does, it's all the ones I'm registered with. I use IE5, so I don't think it's a Netscape problem either. Is it a 'feature' of Ultimate Bulletin Board, perhaps?

I think this is just a general internet thing.
Ultimate Bulletin Board stores the threads in a static HTML page. Then when people add a post it re-builds that page and saves it again.
This means that your browser does not know that it is a dynamic page and assumes it will stay the same each time you look at it.
If you have recently looked at a thread, you may have to refresh the page to force your browser to actuall request the new version of the page from the site.

Does your internet connection go through a proxy. Some companies have 'intelligent' proxies that also cache pages.
Some ISPs (including Freeserve) also use a proxy - whether you configure it in your browser or not (sneaky!). Since I moved from Claranet to Freeserve I noticed this issue as well even when I do a refresh. Eventually the replies appear though - I guess when the proxy (or whatever) decides to fetch the page again.
