Default Starnge noise from fuel tank help

My brothers MY96STI makes some very srange noises from fuel tank when the key is 1st switched on.Im guessing its the fuel pump,i can only describe it as the same sound as a windscreen wiper on a dry screen. Then theres alot of bubbling sounds from the tank.
I am guessing its the fuel pump?
Is the fuel pump in the tank?

The car runs fine, just wondered if its the sound of a failing fuel pump.

Thanks
