According to the press this week, the driver will definately not be prosecuted.

This is an outrage in the prevailing Draconian speed enforcement atmosphere. Every law abiding citizen in the country should be at the barricades over this. Why aren't the press going ballistic about this?

I'd have thought a trunk monkey would largely resemble straw anyway....
