9-10K Should get you a nice Uk turbo with reasonable mileage.
Depending upon age yes uk scoobs are cheaper to insure......i myself toyed with the idea of an import but couldnt justify the +£400 in insurance.
If you go down the UK route try for 99/2000 scoobs as they have the updated bumpers and interior.
Standard uk 215bhp but with PPP then around 240bhp.
Obviously imports are 280bhp standard and have heard they are awesome compared with uk versions.

For £9-10k, you're looking at a very nice example of the 'Classic' shape. Check out the SIDC FAQ for just about everything you might want to know about the model. The FAQ is a bit out of date now, but although it doesn't talk much about the 'new age' Impreza (the 2001 'bug-eye' onwards), its coverage of the Classic car is superb. All that's really changed is the aftermarket, 3rd party tuning and servicing scene, which is much better now than when the FAQ was written.
Your first choice is between a UK-spec car (badged 'Turbo 2000'), or a Japanese car (WRX or STI). There aren't many WRXs around because the better performing STI is only slightly more expensive in Japan. The STI is more powerful than the UK car, but the ride is harder and the car is generally more demanding of driver effort. You may also find the UK car easier (and certainly cheaper) to insure.
PPP is the Prodrive Performance Pack - a Subaru approved upgrade which replaces the ECU, exhaust and intercooler piping and which hikes power up to around 245bhp, with a particular improvement in low down torque and a lovely noise to boot. It's the only power upgrade approved by Subaru.
In terms of 'goodies', you get electric windows and mirrors, bucket seats, driver & passenger airbags, split/folding rear seat... um... and a couple of cup holders. What were you after anyway? Aircon was optional and, although it can be retro-fitted, it costs about £1000.
