The first ones came out in the 2001 model year. There were more in the 2002MY, more in 2003 and more in 2004. When you consider that each MY got dual 16" and 17" wheel variations, the 2002MY got the S202 and 2003MY the Limited models, that makes ten. There may be more I've forgotten about.

What do you want from the car? The Spec C's are lightweight, stripped down Imprezas thare are designed primarily to be converted into rallycars.
While lighter = a bit quicker when driven flat out, you will have to ask yourself whether you're prepared to live without electric windows, aircon (although the S202 and Limited both have these added back), the ability to have your car serviced at your local Subaru dealer, the ability to use normal UK pump fuel, the three year UK warranty and so-on.

Where, on the road? If that's the case your ability to "shock" will be decided more by relative levels of ability/recklessness than any difference in the cars themselves. If it's on the track, then driving ability becomes the prime differentiating factor.
Either way, a standard Spec C won't be significantly quicker than the car you have now, and so, if you can't at the very least "embarrass" an Evo in your current mount, simply changing to a lighter car won't enable you to "shock" one.
Sounds as much to me as though you're suffering from "grass is always greener" syndrome as anything else...
