You'll never be able to buy a "WRC roadcar" if what you're referring to is a WRC car converted for use on the road. These cars are out and out competition cars, and even if you removed the roll cage and put a regular interior in, you'd end up with a vehicle that would not only be hugely expensive, it would be totally impractical as a daily driver.
What you might one day be able to buy is a car that's stylistically closer to the current WRC, along the same lines as the 22B was with its wider track, seam-welded shell.
As Daz says, those pics above are (pretty obvious) Photoshopped fakes of an Impreza WRC2003 with all the stickers and (most of) the rollcage taken off. They originally appeared in Auto Express alongside a story that claimed a "22B successor" type thing would appear in October-November 2003.
Obviously we now know that this story, in its entirety, was incorrect, as we're now well into 2004 and there's no sign of the car. It could be that:
a) Auto Express made the entire story up
b) They got the wrong end of the stick, and rather than do a 22B successor, Subaru were actually talking about the cars that eventually turned into the Impreza V-Limiteds, or maybe even the WR1
c) Subaru were originally considering something like this, but changed their minds and did the V-Limiteds instead
d) Subaru are still working on an "uber-Impreza" for release at some point in the future.
