Try the engine bay.

My 03 WRX is the same re keypad however I noticed a black box saying fuse box on the right hand side of the engine bay (not opened it though).

Good luck.

asked same question (in electrical section) myself but no one has really answered me yet.
on a my01 wrx, if the fuses are not behind the alarm keypad 'drop down' from the lower dash panel then where are they?

I'm hardly an expert on the new shape cars Wideboy, but you're likely to find one fusebox under the bonnet, while the other one will be behind the flipout container that holds the alarm keypad.

Carefully unclip the keypad holder from its hinges and peer through the hole with a torch, and you'll see a bank of minifuses on a panel behind it.
