probably about 2 better? around the 32-33mpg mark i would say. Motorway driving maybe add 4-5.
The standard mpg (or so subaru claim) for the 03 wrx is 30.7, I personally get around 26. The GX would get a few more though.

With my 01 BugEye GX i got no better that 28 aveage, with my 03 wrx i get 26-27, go figure that one!

With my 03 WRX and some "normal"* driving recently (twisty A roads, no mad acceleration) I got 30MPG over about 1000 miles.
* Speed limiter fitted, sitting in the passenger seat!

'02 GX would get 32+ on long journeys if you didn't rag the nuts off it.
Compared to my '03 STi which does somewhere along 27-28 on long journeys.
Around town the GX was 3-4mpg better than other turbo's I've owned.
And if you rag the nuts off the GX, you get early 20s compared to mid teens on a turbo.
