If its the part the seller was suposed to send off to the DVLA then it should have been signed.. you have to get it signed or urhum sign it yourself?

You can get a form from the post office to apply for title and a new V5. This is common when the seller has lost it. This happened to me as I had a PP and trtade my car in. The garage sent both v5 off old car and new car then someone brought my old car almost immediately and obviously no v5. I got a letter off the dvla asking me if I was still the keeper of my old car as someone had applied for title but the letter told me to do nothing if I wasnt the current keeper. I did nothing and heard nothing else.
Best to ring your local VRO and ask for the form they will send you it.
