I also go along with the Type R definately the king of the classics IMO.

I think anything is going to be better than an ST170, if you want a Focus save your cash and just get a 2.0 Zetec, the 170 doesn't feel much quicker TBH.
If I had 13K to spend I'd get a nearly new Octavia VRS and spend the 2K left over on a remap and suspension- you'll be able to destroy ST170's with one of those.

On the other hand, if your more concious on mileage, there are the some bug-eyed Scoob's out there for this money, with about 20K on the clock, or even a late classic that's been not been used much (slightly harder to find though).

Uk spec'd unmidified scooby for day to day runner with a warrenty or JDM import Type R or RA is a second car or a car not used every day...deciding factor for me was the running and maint costs. Took the RA as a second Car myself and boy is it fun...and for 13K yes thats what i would be looking to sell it for in a year or so.

note:i am only doing 3k max a year and just starting to add mods to the car. Thus expecting to keep the price for at least 1 year(only have 32k on clock with full service hist)

Depends on what you want the car for. If it's your car and you want reliability then get a bug eye from a dealer. Haggle hard and you'll get one for 13k and at least a years' warranty.
