Basically it looks to make the exhaust legal in japan as they have strict noise pollution laws, so as soon as its been tested or a copper turns up you can just flick the switch to make it legal again then when they have gone you can make it loud again..
Not such a big problem in this country, although they are starting clamp down on noise pollution in this country..
