Question

Apologies for sounding so dim, but I've not had a Turbo car before. I now have a MY99 Turbo with no mods.

I don't have a boost gauge, and I'm not quite sure where in the rev range it kicks in. I can hear a whistling sound between 2K and 3K. Is this related? The power tells me that it's working at high revs, but not sure about low down.

my99 uk turbo - on a cold start up mine whistles slightly, albeit i wont floor it until the car has warmed up properly.

Mine feels gradual, depending on how hard you put your foot down and what gear, for arguements sake in second if i floor it from about 2500 revs the turbo really kicks in, but to be fair i can feel it all the way through, its as aggressive as i am

It will start to spool around 2500rpm but you probably won't feel anything until 3000 rpm.
On another note - on the MY99 cars, if you hold 3000 rpm for a while (say town driving) then boot it, the ECU will go into emissions mode and give you half boost. Interesting when you pull out to overtake someone !
