Not starting...please help

I have an L reg Scooby, and the other day whilst out for a blast it started playing up. After getting it home, I went to start it the following morning and no joy, not even an attempt to start.
I took the feed pipe off the fuel filter in the top RHS of the bay, got a mate to crank it over, and no fuel, so I suspect the pump has packed in, or the relay. Where is the fuel relay located, and, is the pump an in tank one as I cant find it anywhere.
Any help would be great, cheers folks

No probs. I found a fuse box in the engine bay, but there is only a couple of fuses there, and some relays for the lights and A/C. I cant seam to find the other fuse box (not being thick or anything!!) but have tried all the usual places, under the dash, glove box etc. Normally there are a $hit load somewhere.
PS only had the car 2 weeks so havent got to know it that well yet..

Im sure it isnt anything major like a blown lump, I got used to that when I had a R5 GT Turbo , too regular!!
After taking the supply pipe off the top of the filter, and cranked it over, I would have thought there would be a fountain of fuel comming out, but as there aint, and there is no buzz from the pump as you switch on, I think it must be something to do with that.

There's a load of fuses in the right hand side of the drivers footwell. Take the lower panel off where the little cubby hole is and there'll be there, just to the right of the cubby hole.
