Can anyone reconmend a decent garage that is experienced in cam belt changes on Imprezas that are cheaper then subaru's shocking quotes?? Ideally in Surrey.

Not quite Surrey, but W London. Try AnG in Park Royal. The guy you want is Angie. He used to work at a main dealer, now independent. Very experienced, but not as gready as the main dealers.
