Correct me if I'm wrong here, but that's not a refusal of insurance is it? They've not cancelled your policy or anything, so I would have thought that it does *not* need to be disclosed when shopping around for quotes.
On a similar matter, when I changed a Ford Puma 1.7 for a VW Corrado VR6 (in the middle of a policy), my insurance company were perfectly happy to accept the risk. By the time the second covernote for the change of car was close to expiry, they'd changed their minds (only about 3 months before the end of the policy!) Instead they said they'd cover me 3rd part only for an increased premium of £500 per year! Needless to say this didn't count as refusing cover either...

My flabber has never been so gasted.
My Insurance is due for renewal 1st Nov. But I don't want advice on quotes, check this out.
I have been employed for nearly ten years by the Halifax, oops I mean HBOS (hobos?)They (we) insured my previous MY00 4 door turbo, and since August my MY01 5 door. Premium around £500, as I am an old gimmer, drive like a Mary, work there, etc.
It was previously underwritten by "Churchill" but is now underwritten by "Esure", an outfit who are a part of the Halifax "group".
Letter arrives yesterday "Our records show that your Halifax Car Insurance policy is due to expire at noon on 01 November 2001. Unfortunately, we regret that we will be unable to offer you insurance cover beyond this date."
I have never, ever, in my life been refused car insurance.
It seems I have now.
I am a customer. They can't even be bothered to send me an outrageous quote I can refuse. Just a "bog off Baz" letter

No it doesn't count as being refused insurance.
Wacko, probably so, but heck they can get stuffed for me mate!
And I'd even pay more! They don't deserve my business.
