they are illegal and if caught - they are detectable as they look different - you will get a bigger fine than a speeding!!!
A free - legal just - answer is to splatter a piece of mud on your plate, just a small piece to make ONE character invisible ..... then, its just a dirty plate your honour!!

Yes they are illegal and no they dont work.
Go to www.ukspeedcameras.co.uk
They have done the tests on them, not worth the fine getting caught for something that doesnt work in my oppinion.

At last years Autosport, we took some pics of them with my mate's high price digi-cam, and they didn't work for ****.
However, we inadvertantly snapped a pic with that backflash thing, that emits a flash when it detects a flash, and that totally obscured the plate!
There was a thread on the RSOC bb a while ago about this. I'll try and find the link.....

My friend has camera shy plates. He got pulled for an unrelated offence, and each time the blue strobe came on the plate letters went invisible. THe coppers were none-to-impressed but said it would have been a £30 fine. Which is better than a speeding fine if you're one of these people that HAVE to speed!
They also do it when my headlights shine on them due to having some with funny reflective pigment in. So I also get to see other people who have the same sort of plates!

We recently pulled up outside our house and there was a standard looking car (Rover or Honda something) on the road in front of us dropping someone off.
As we pulled round and parked, our headlights were shining fully at the back of the car. I noticed the plate had some fancy drawing on it (looked like a cartoon character lying down). I couldn't see any numbers at all, just this cartoon thing.
Then when we turned the lights off, the cartoon disappeared, and the numbers suddenly appeared. Have to say it looked very , and I could NOT see the numbers at all.
Funny thing is, as stated, it was an older woman in a standard car, no boy racer thing.
