OK in practice you get 10+ peeps interested in a product and you get the price down.

what happens if only 5 take-up the offer and the other 5 drop out?

Its up to you and the supplier, I'd always work on figures such as 1-3, 3-5, 5-7, 7-10, 10+

That way if only 3 people take the offer, then at least you still get a little discount, not a lot but its better than nothing, and if you get the bonus 10+ everyone is happy, you get a great deal, the supplier makes some money and shifts x amout of units and everyone else gets a great deal too.
