Fan Noise

Can say Ive noticed it before, and dont know if it is linked to my low power problem (see lack of oompf - drivetrain thread),
but, when I turn on the ignition i can hear a fan type noise. Its not the heater fan, or the engine fans.
Is this normal?, or is it a dodgy .... something?
