Default Milky oil

Got an impreza thats been standing for 2 years outside. Changed the oil not long before lack of use, then car spent 2 years off the road.

My question is, is this the headgasket or could it be due to standing for so long?

highly unlikely to get oil / water to mix due to the layout of the galleries on a boxer engine

most common would be a build up of condensation causing the issue
