Default legacy running boards/rocker panels?

some legacy sedans (i think two generations ago) had much bulkier rocker panels than others of that vintage - or other vintages. anybody know why this is? photo or a 2-gen-ago (white) with, and a 1-gen-ago (red) for comparison
