If you fine one with no mods and that low mileage you will pay a large premium. High owners doesn't mean its a lemon. It would have 5+ and all have been enthusiast, selling to move on to something newer and or for other commitments (children/house deposits etc) Service history is the most important thing to look at above all else. Low owners and mileage doesn't mean it hasn't been abused.

These have stupidly low mileage. However for those prices you could buy yourself a 5K blob wrx and put a 400+bhp engine build in and upgrade the brakes and suspension and have a far superior car

Is there any way to tell how many of the PPP were made?
im more looking for one as it was the car I wanted as a kid not so much to make £££. A car to enjoy more.

PPP is just a couple of breathing mods and a generic ECU reflash. Parts can be easily swapped between cars and a custom remap will yield much better results. I certainly wouldn't discount cars just because they haven't got the PPP fitted. Also, the more money you spend on a car, especially with low mileage, the less you will enjoy it. You'll drive it less as you'll be worrying about putting miles on it and effect depreciation. You won't drive it as intended for the same reason. You'll lose sleep over every inevitable scratch or ding. You'll be paranoid about leaving it anywhere. It'll just end up sitting in a garage, not being used. Just buy a nice one to use if that's the intention; mileage means nothing other than imagined resale value.
