Default Blobeye 2003 help idle problem

Help ,I have a 2003 blobeye, idle issue ,I start car up from cold stays on choke for about a minute on 1500 rpm, comes of choke and goes down to 800 rpm but as soon as I touch throttle pedal ,it goes back upto 1500 rpm and will not drop back down,so I bought a brand new Subaru idle control valve ,throttle position sensor, map sensor and a coolant temperature switch all new from Subaru, checked electrics ,and still got problem, can any one please come up with any suggestions.
