Red kill switch
I have a red on and off kill switch under my steering wheel slightly to the right does anyone know what this may be

I am guessing its a ignition kill switch.
Have you tried flicking it to off and then see if the car starts?

Sounds like a pretty useless attempt at an anti-theft device.

Except that you have obviously misunderstood the action of an anti-theft device
it's meant to be a hidden switch that only the driver knows about, put somewhere it wouldn't be easy for an opportunist thief to find, so as the engine won't start once it's operated.
NOT a red switch in plain sight so that any thief might say, "Oh, the engine's not starting...let's try this obvious red switch here...oh, there yo go...."
I think you have it mistaken for a flashing red LED?
