Default Blower problems

Hello everyone hope you are all okay :-)

I have a mate who's got a problem with there 94 import impreza blowers. The blowers work an all other settings apart from the windscreen position all wires apear intact. He's on his third control unit and they all do the same. I was thinking it could have been the motor but surely they would stop working all together so I'm a bit confused. Any help would be brilliant thank you in advance. ( all fuses and relays have also been checked ) cheers

So does the fan still run when the screen setting is selected? But no air comes out?

The directions on classics are not electrical. Its just metal cables that pull various flaps open and closed to direct the air.
