Do you want to use it on the road - insurance including somewhere secure (garage and ground anchor) to store it or you will not get cover.
Do you want to use it off road - if so where, close by and do they accept these if an mx track or similar, do you need a trailer or will you drive it on the road to get there.
They are not much fun on the road, unless shod with road tyres and get very wearing travelling any distance road tyres are rubbish off road.
Can it be unrestricted 650cc - 18bhp, there must be a lot of ponies unaccounted for
I have ridden/driven a few buggies, pilots and had a quad, all good fun for short periods of time unless you own 20+ acres of muddy and hilly terrain

My 2 cylinder 650cc has 70hp with 30% more found with exhaust/remap/filter mods
It will be quite slow though I think. A 125 is 15hp with 140kg of weight and with 80kg rider will hit 60 in about 15 seconds

650cc should produce circa 50bhp in stock trim surely which would make it a more interesting proposition, especially with the added torque it would give.
I would have a look on the web for info on how to de-restrict it
