They are there to preheat the combustion chamber on a diesel engine so there is enough heat to ignite the diesel upon compression.
A "good" large diesel engine shouldn't need them (re: old transits and trucks) Small engines don't have enough compression or volume to ignite the diesel when cold, so need to rely on glowplugs.
There was a women who lived opposite me who had a diesel mondeo, she always flattened the battery as she would just jump in and turn the key straight away without waiting for the light to go out. The engine would just churn over and over. On a cold day, obviously it wouldn't want to know and it would just drain the battery instead. If she waited 5-10 seconds she'd never have to call out her old man to jump start it

Cold startability for diesels. I've got a vague thought that they help maintain combustion at low RPMs after startup too, by remaining hot(ter) than the cylinder head.
