Is there an optimum rev range to drive in?

I think according to 'the handbooks' the optimum rev range to drive in for economy, drivability and engine health is between 2000 and 4000 rmp.
Don't really think the third gear 'thing' will help me out much. Apparently you are less likely to break the speed limit in 3rd in a 30 mph zone, but I find it relatively easy to stick to it in 4th or even 5th and also get better mpg into the bargain.
